Standards Program Levels

The Standards currently delineate three levels of education: Technical Level (non-degree granting), Associate Degree Level, and Advanced Degree Level. In the following summaries each higher level presumes the inclusion of knowledge and skills specified in the preceding level. Programs seeking accreditation should refer to the Standards and Specifications. The following is a simplified overview, not the specific criteria for accreditation. [Note: This page was updated October, 2005.]

TECHNICAL LEVEL: Non-Degree Granting, Certificates
  1. The Specifications for technical level training are designed for a course of study that provides skills, knowledge and field experience necessary for the beginning level human service worker.
  2. Since many technical level training programs are designed for specific jobs or state registration requirements, the Specifications are written to enable programs to meet these requirements while also meeting the needs of students who want to continue their education. The technical level specifications permit training that emphasizes either a moderately broad range of generic competencies or a concentration in a specialized area.
  3. Planning and evaluation skill development shall concentrate on competencies needed in relation to specific client goals.
  4. Information gathering skill development shall emphasize observation and interviewing techniques.
  5. Intervention skills shall be developed to a level appropriate for use under direct supervision and include either a concentration in specialized competencies or a broader range of generic competencies, depending on the program objectives.
  6. Fieldwork: 180 hours
  7. PROGRAMS SEEKING ACCREDITATION SHOULD REFER TO THE STANDARDS AND SPECIFICATIONS.

 ASSOCIATE DEGREE LEVEL
  1. The Specifications for the associate degree level include those for the Technical Level but are expanded to include a focus upon the historical and social contexts of human services; models of human development and group dynamics; models for individual and small group change; and the characteristics of client populations with special human service needs.
  2. Planning and evaluation skills shall focus on the attainment of basic case managing skills, the analysis of the needs of clients, and design and implementation of a simple plan of action.
  3. Information management skills center on obtaining and using client data, record keeping and report writing, interpersonal communication, and active listening.
  4. Intervention skills and strategies are centered on provision of direct services to individuals and groups and the major related roles such as advocate, broker, evaluator, teacher, and caregiver.
  5. Fieldwork: 250 hours
  6. PROGRAMS SEEKING ACCREDITATION SHOULD REFER TO THE STANDARDS AND SPECIFICATIONS.
ADVANCED DEGREE LEVEL
  1. The Specifications for the Advanced (Bachelor or Master) Degree Level include those from the Technical and Associate Degree Levels, and increases the student's knowledge of how cultural variations and regional differences define standards and needs.
  2. The curriculum includes the study of more complex human systems, as well as advocacy, and change within those systems.
  3. Program planning, design, and evaluation knowledge and skills are included in the curriculum.
  4. Information management includes the knowledge and skills to conduct needs assessment studies and community education programs.
  5. Intervention skills shall include increased attention to broadening the scope, variety, and mastery of helping and change modalities and are expanded to include interventions focused on problems inherent to the service delivery or other larger systems.
  6. Administration and supervision skills appropriate for directing small programs or units of larger programs are included in the curriculum.
  7. Fieldwork: 350 hours
  8. PROGRAMS SEEKING ACCREDITATION SHOULD REFER TO THE STANDARDS AND SPECIFICATIONS.
